In the captivating and vast world of One Piece, where marines and pirates clash in meteoric battles, one group of individuals stands out as the pure essence of justice and order in this world – the Marine Admirals.
This fearsome group of powerhouse individuals, handpicked and trained by the World Government, all possess the power and authority to enforce peace across the seas. Each of them has mastered their respective devil fruit, has strong Haki abilities, and has many battles under their belt, meaning the Marine Admirals are a force to be reckoned with.
When they were first introduced, there were just three Marine Admirals, Akainu, Aokiji, and Kizaru, but the members have changed a bit now that many things have happened in the story. So, it’s only natural that we’d want to see a ranked list featuring the strongest Marine Admirals. And there should be a list because some admirals have to be stronger than others, right?
In this article, we take a look at all those powerful individuals who have been Marine Admirals at one point in time. Please note that I haven’t included Monkey D. Garp on this list because, even though he’s one of the strongest Marines, he is a Vice Admiral. He’s been offered the Marine Admiral spot multiple times but has declined the promotion and chose to remain at his current position. So, without further ado, let’s get started!
The Strongest Admirals in One Piece:
7. Kong
The first Admiral to discuss is a weird one, even though Kong is undoubtedly one of the strongest Admirals on this list. The only reason why he is so low on the rankings is that we haven’t seen any display of strength from him. Kong was the Fleet Admiral during the era when Gol D. Roger was King of the Pirates, so he must have been exceptionally strong.
However, I cannot place him higher on this list because he has no feats in the series. Unlike the other Admirals we have seen fight on multiple occasions, Kong has only appeared a few times having conversations with his fellow Marines.
He was also promoted to the Commander-in-Chief position in the Marines, the highest position below the Five Elders and Imu, so he no longer has to fight. It is also highly likely that we’ll never see him in an actual battle.
If we somehow get a flashback to what Kong was like during his prime, or he engages in a battle during the story’s conclusion, he will probably be near the top of this list!
6. Ryokugyu
Making his series debut in the Reverie Arc as a mysterious shadowy figure, Marine Admiral Ryokugyu is next up. He was promoted to the Admiral position in the Marines after the series-defining fight between Aokiji and Akainu on Punk Hazard as Aokiji’s replacement.
During his introduction as an Admiral and his debut in the story, we didn’t know much about him. It wasn’t until the end of Wano that we finally saw this character, how he looked, and what his powers were. Fans had speculated for years that he would have a powerful plant-based devil fruit, and they were correct.
The Mori Mori no Mi gives him the power to control plant life, so he could be a powerful fighter depending on the location. Even when Wano had no flowers or plants in sight, Ryokugyo brought it all back to life and used it against the Scabbards.
However, due to the limited exposure to his abilities and lack of significant feats, Ryokugyu currently falls lower in the rankings compared to his fellow Admirals.
5. Fujitora
Just like Ryokugyu, Fujitora joined the Admirals after the time skip. We first saw him back in Dressrosa, where he showed off his insane abilities in full. Realistically, Ryokugyu and Fujitora are close in power level, but Fujitora has shown off way more so far.
He possesses the Zushi Zushi no Mi, a Paramecia Devil Fruit that allows Fujitora to control the gravity around him. Because of this insane devil fruit, Fujitora is capable of utter destruction if he chooses to do so. In one of his most significant feats in the series, Fujitora uses his powers to pull meteors down from the sky!
However, there is one thing that makes Fujitora stand out amongst the rest of the Marine Admirals. He doesn’t care for the Marines and the Government systems but knows they are the only way he can enact justice. He even blinded himself out of sorrow for all the evil he had seen. To him, though, not having sight is a blessing.
Fujitora’s unique moral compass and mastery of gravity, thanks to his devil fruit, make him a formidable Admiral, deserving of a high rank on this list.
4. Aokiji
The first Admiral revealed in the series was Aokiji, who debuted back in manga chapter 303. He was originally an Admiral pre-time skip but following the Marineford War, he fought Akainu for the Fleet Admiral position on Punk Hazard. He lost the fight, and as Akainu got the position, Aokiji resigned from the Marines. He is currently a member of the Blackbeard Pirates for unknown reasons.
Aokiji played a massive role in the Marineford arc, where he showed off the true power of his devil fruit, the Hie Hie No Mi. Aokiji can freeze anything he touches with this devil fruit, including people.
To become one of the strongest Marine Admirals, Aokiji had to have some powerful abilities. He has a powerful devil fruit, and he also possesses advanced Armament and Observation Haki.
While Aokiji’s decision to join the Blackbeard Pirates remains shrouded in mystery, his past accomplishments and undeniable strength cement his position as one of the strongest among the original Marine Admirals.
3. Kizaru
Kizaru is a man with unclear justice; he doesn’t seem to care about what’s happening around him, as he has no particular stance on anything. Kizaru comes across as very disinterested but can change instantly to become deeply invested in the situation at hand.
Making his first appearance during the Sabaody Archipelago arc, he fought against several members of the Worst Generation. He showed off his strength by easily defeating some of the so-called heavy hitters and almost eradicated the Straw Hat Pirates single-handedly. Kizaru even went head to head with Silvers Rayleigh, the former right hand of Gol D. Roger himself!
Kizaru owns the Pika PIka no Mi, allowing him to create and control light at will, and even become light. In the series so far, we haven’t seen Kizaru adequately tested, as he has never gone all out in a battle before, which makes it quite hard to determine his strength – especially when compared to the other Marine Admirals.
Even without this, though, his battle IQ, nature, and devil fruit abilities make him one of the strongest marines in the series. However, fans hope to see him get serious for a change and go all-out against his opponents soon. And as he is on his way to Egg Head Island in the manga, we might see that happen sooner than expected.
2. Akainu
Next up is the man you thought would be at the top of this list but is in the second position! Currently, Akainu holds the top position in the Marines in the series, being the Fleet Admiral of the Marines. After Sengoku’s resignation, Akainu became the Fleet Admiral after fighting and defeating Aokiji in a battle that lasted 10 days.
Unlike Kizaru, Akainu believes in absolute justice, meaning that justice should be carried out against criminals at any cost. And he believes that the Marines are on the side of justice and the pirates are criminals. He wouldn’t care about any collateral damage if it meant he could eradicate the pirates from the world.
Keeping in theme, Akainu ate the Magu Magu No Mi, a logia-type devil fruit that gives him insane attacking power. He can control magma and even turn his body into it, avoiding severe damage. We even saw his feats of strength when he fought Whitebeard, one of the strongest Yonko, during the Marineford War and his insane durability when he kept tanking Whitebeard’s powerful attacks.
Compared to the other Marine Admirals on this list, Akainu has an insane influence over the One Piece world. The others are sent where he wants, and they do the dirty work for him. Nowadays, Akainu is frustrated as he has to sit behind a desk and send out orders rather than go fighting himself.
1. Sengoku
Sengoku, a legendary figure in the world of One Piece, is the strongest Marine Admiral by far. During the Marineford War, he held the position of Fleet Admiral and managed to lead the Marines to victory.
Sengoku was even held in high regard by the likes of Whitebeard and Gol D. Roger, two of the strongest pirates. Even as an Admiral, he fought and captured Shiki with the help of his longtime friend, Monkey D. Garp.
His strength doesn’t just come from his personality and power over the Marines, as he is one of few in the series to possess a Mythical Zoan-type devil fruit, allowing him to turn into the mythical Buddha. We saw a glimpse of his fighting prowess when he took on the Blackbeard Pirates with ease and even blocked Whitebeard’s devil fruit attacks.
Sengoku is also one of the only two marines revealed to have Conqueror’s Haki at this point in the story. Despite not being a Fleet Admiral anymore and having transitioned into a more advisory role within the Marines, his legacy as the strongest Marine Admiral in the series remains unchallenged.

In conclusion, the Marine Admirals of the One Piece world are a formidable group of people who play an extremely vital role in maintaining order and justice in this battered and bruised world. These admirals have been ranked based on their strengths, abilities, and feats to provide a glimpse into their respective power levels.
Some of the Marine Admirals may have a twisted moral compass and view themselves as heroes and the pirates as villains, there’s no doubt they are exceptionally strong and could take on and defeat entire pirate crews without breaking a sweat.
As the journey towards the One Piece treasure continues, we eagerly await future battles, character developments, and power-ups that will shape the strength hierarchy among the strongest Marine Admirals. Who knows, I might have to arrange the rankings a bit when One Piece concludes.
